Towards an integrated European market for card, internet and mobile payments

Towards an integrated European market for card, internet and mobile payments
Secure, efficient, competitive and innovative electronic payments are crucial if consumers, retailers and companies are to enjoy the full benefits of the Single Market, and increasingly so as the world moves beyond bricks-and-mortar trade towards e-commerce. The way goods and services are purchased in Europe is fundamentally changing. As EU citizens and businesses become increasingly active outside their country of origin, electronic payments that work smoothly across borders significantly facilitate their daily lives. Building on achievements in the field of retail payments, Europe has an opportunity to be at the cutting edge of what ‘making a payment’ could mean in the future, be it with a payment card, on the internet or by using a mobile phone.

PayPal Touts mPayment Plans Despite Loss of President

Despite the shocking departure of its president Scott Thompson, PayPal’s David Marcus, VP of Mobile, asserts the company’s planned mobile payments strategy will still prevail, according to a report by All Things Digital.

During a recent interview, Marcus emphasized how its mobile payments strategy will reign supreme, even amidst competitors such as American Express, Google and Visa. When asked how Thompson’s departure would affect PayPal’s initiatives, he remained confident.
“The strategy wasn’t one man’s thing,” Marcus said. “It was a shock for 24 to 48 hours, but we control our destiny, and it’s all about execution now. So far, so good.”
In 2011, PayPal elevated its mobile payments volume to $4 billion. This year, the company hopes to hit the $7 billion mark.

Vodafone and Visa forge NFC partnership

Mobile World Congress: Vodafone and Visa have formed the world’s largest m-commerce partnership to allow consumers to pay for items directly from their handsets.

The mobile wallet proposition, which will be Vodafone branded, is set to launch in more than 30 countries worldwide, spanning five continents. It will launch in the UK in the “coming financial year”.

The Vodafone service follows that of rival Orange, which in May partnered with Barclaycard to launch its mobile payments service Quick Tap. O2 is also set to roll out a wallet service in the coming months, despite the launch being delayed

Users of the Vodafone wallet will be able to pay for goods with Near Field Communications (NFC) enabled SIMs by waving their devices in front of payment terminals to purchase low-value items from the balance in their Visa pre-paid accounts. They will also be able to make high value purchases using a secure password.

Peter Ayliffe, CEO of Visa Europe, says: “Our partnership with Vodafone represents a huge stride forward for mobile payments. Visa’s future of payments initiative is more than just a promise: these services are real, tangible and coming to the mainstream consumer market in the very near future.”

The two brands will also expand the platform to other industries such as transport and utilities companies, so that they can also host their own services such as ticketing and loyalty schemes within the wallet.

Speaking at Mobile World Congress in Barcelona, Vodafone chief executive Vittorio Colao, said it is important mobile operators - and companies from wider industries - “co-operate on standards” for future services such as mobile payments.

He also called on regulators to be more supportive in their approach to help the mobile industry grow.

“We really need to stop this autopilot regulation mentality that is still prevailing in many parts of the world. [The more] our industry gets regulated [the more it] loses resources. Autopilot regulation is a legacy of the past,” he said.

To make payments, customers hold the phone in front of a contactless reader at the point of purchase. Purchases above GBP 15 require a passcode. The application also allows customers to check their transaction history and view their account balances.
In further news, Visa and its partner UK-based mobile financial technology company Monitise have launched a suite of mobile services for US financial institutions. Mobile to Mobile payments now possible in the UK

An app enabling people to send and receive money just by using mobile phone numbers is to be made available to consumers across the UK.
The Barclays Pingit allows users to send and receive cash to anyone with a UK current account and mobile phone number, without having to share bank details.
The app, which is free to download and use, links the user's current account with their phone number and those sending money only need to know the recipient's mobile number.
Only Barclays current account customers can initially use the app, but a later UK-wide version aimed at all current account customers aged over 18, regardless of their bank or building society, is planned from early March.
To send money, customers can use the app available on iOS, Android and Blackberry, or they can register online to receive payments regardless of what type of phone they use.
He said: "For friends splitting the cost of dinner, repaying a borrowed £10 or people sending money to a son or daughter at university, it's free, quick, convenient, secure, and easy to use.
"You can send and receive money in seconds, without having to enter account details."
Payments must range between £1 and £300 and the maximum someone can receive in a day is £5,000.
Barclays said transfers were as safe as any other banking transaction and the app was protected by a five digit code set by the user.
Rachel Springall, spokeswoman for comparison website Moneyfacts, said: "Whilst this feature strives to be a secure service, customers need to ensure that they input the correct mobile number on outset and that they are careful when making transfers so as not to select the wrong amount.
"It will be interesting to see how other lenders react to this release, especially since the launch of mobile banking as a whole has met many customers day-to-day banking needs."
